Doing more research confirmed something that old (version 9.0c) can no longer be downloaded because the newer systems wont allow for it, but you could find a game that also requires DirectX 9.0c on Steam and to simply download that game and let it patch it in for you. Some games will not recognize the adapter correctly through the internal database, this option should help fix that.
